I tried everything I could.
Run it as administrator.
Reinstalled it several times.
Cleared the TEMP folder.
Updated the video card drivers.
And it still won't start.
I click Run, a blue circle appears next to my mouse, and then nothing happens. Nothing at all.
The program appears in the Task Manager in the background, and all I can do is end the process.

Hey, @VADDUUMM. Welcome to the Photoshop Community. I'll need more information to help you figure this out.
For now, try these to manually recreate the MSVC++ Libraries:
If this does not help, try booting the Windows device in Safe Mode with networking to check how Photoshop behaves: https://adobe.ly/43BzvZ3
Here is a slightly older conversation where another user did an experimental step that helped: https://community.adobe.com/t5/photoshop-ecosystem-discussions/photoshop-not-opening-process-runs-in...
Let me know how it goes. Thanks!
