Photoshop won't open after update - says to reinstall - reinstalling doesn't work

I've tried uninstalling and reinstalling several times. Not working. I've been paying $80+ for several years and this should not be happening. Why can't I get someone from Adobe to talk to?

    first try, resetting the cc app: To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:
    
    Win: Ctrl + Alt + R
    Mac: Cmd + Opt + R
    
    if that fails, do a clean cc install:
    
    uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
    then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
    clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
    restart your computer (don't skip this)
    reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
    if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
    use the desktop app to install your cc programs/trials

    Well, I didn't understand half of that, but I did reset Creative Cloud and clicked on install Photoshop thinking it wouldn't work, but it did! Surprise! Thank you so much for your help!

    Sometimes, an update will introduce a corruption. You may have a corrupted font, or it can go deeper. One of the better ways to resolve this is to completely, cleanly uninstall Photoshop and then reinstall it. This page will give you instructions for doing just that:

    Yeah, something must be corrupted. I can't uninstall Photoshop because of an error, and when I try to uninstall Creative Cloud, it says it's needed for Adobe applications. I tried dumping all Adobe products in the trash, and that doesn't work either.

    I tried reinstalling Creative Cloud. It "quit unexpectedly".
