Photoshop wont let me enable "Load Extensions Panel"

Trying to use a CEP file, which requires the extensions tab under window to be turned on, but it's not there. So I got to turn it on under "preferences-plugins-legacy extensions" but it's just locked and won't let me select the option to turn it on. On updated macOS monterey, brand new MacBook Pro. Any suggestions?
