PHOTOSHOP WONT LOAD!!!

i have photoshop cc 2017, i am uisng a windows 10 pc and photoshop is opening fine, it is doing the normal startup. but when it is going to open up the start page... it goes black. i have a image right here

can someone help me??? ive been waiting for 10 minutes!!!
i have re-loaded photoshop over, and over. and it will not work. i have a windows 7 hdd and when i switch it to there, it runs fine. Any help!!!?
