Pixel Aspect Ratio Preservation When Exporting

I am working with a file that, when opened, has the [scaled] notation by it's filename. This is a clip from an HD mp4 video file that I need to make screen grabs from. The Pixel Aspect Ratio is set to HDV 1080/DVCPRO HD 720 (1.33). Fine. The image looks as it should to my eyes, exactly like the video file does when I play it in VLC. My problem is that when I grab a frame to export as an image file, the Pixel Aspect Ratio changes to Square during the export and the resulting file looks squished, i.e. not like the video in VLC.

How can I permanently set the Pixel Aspect Ratio to HDV 1080/DVCPRO HD 720 (1.33) or preserve that when exporting? It seems like I can change the image size if I know the correct dimensions but I don't know the correct dimensions. I'm not a photo or video editor, I am a researcher and I want these for a paper/presentation I am giving. This was not happening six months ago. Is it something new in Photoshop CC 20?

As c.pfaffenbichler says - Exporting and Save As work differently. Saving should save the metadata with the aspect ratio and exporting will strip it out.

However , where are you viewing the exported file? The viewer may not respect non square pixels. If that is the case you need to switch to square pixels in Photoshop before exporting. Simply switch the Pixel Aspect ratio to square and then go to Image >Image Size and with resample on set width to 133 percent and height to 100 percent. That will make the image the original aspect ratio but using square pixels.

»when I grab a frame to export as an image file«

What exactly are you doing?

1) I open the mp4 file in Photoshop.

2) I scan to the frame I want.

3) I select the entire canvas.

4) I copy the canvas.

5) I open a new document with the same size/resolution.

6) I paste the image.

7) I try to Save As or Export.

Both the original mp4 file and the new file with just the copied frame show up with the notation [scaled] and the PAR I noted in my first post. When exporting, the file metadata gives the same dimensions but is visually "squished" compared to looking at the video file opened in VLC or Quicktime. I've done this dozens of times and up to late last fall I didn't have any issues. When I did the same thing for a presentation in August 2019 I had no problems.

When I »Save As« the pixel aspect ratio is maintained and the file displays as intended when opened, when I »Export As« it gets removed.
