There are two images above.

1) One pattern drawn over 14 * 14 inches.

2) Zoomed image where we can all colors clearly with 3 pixels of black outline.

Now suppose we want to resize the image and convert it to 6 * 6 inches size image, detailed pixel is lost and pixel seems to be shrinked.  Below fig are the results.

Above image shows black outline to be shrinked to 1 pixel approx from 3 pixel original on resizing the image.

That is how interpolation works if you want to scale thing better you use vector graphics not raster images.  You can also increase the number of pixels you have for a raster image You will still lose some image quality any time you change the number pixels vai interpolation the is no magic.

Photoshop has vector tools but that doesn't make it a vector editor or substitute for Illustrator. In particular, according to my limited understanding, your vectors are rendered onto the pixel grid you created.

It would need to be a Placed vector smart object layer like a placed .ai file. the Layer palette should show it as a smart object layer you most likely do not have it as a vector smart object.  How diid you creat you layer.

You have a Raster image then.

The Paths would need to be made into a shape layers and filled  with a the colors or path made as shape filled with a color and path stroked  with black. All slaper layers linked together.

Use a vector editor, as suggested. Illustrator for example.
