Placing embedded image. Position changes depending on zoom?

Hi,
I'm having an issue with placing embedded images in my .psd.  Depending on how much magnification the document view is at, ie. how zoomed in or out it is - and also where the canvas is positioned on the workspace (hand tool), the position of the embedded image will be different when placed.  This is particularly unpredictable when I include a placed image in an action.  By the end of running the action the placed image could appear in a different position depending on how zoomed in or out I was before running the action. Previously on a different machine I was not experiencing this issue.

Any thoughts out there?

I reported this as a bug some months ago and it got ignored. I frequently drag layers between documents and if they are the same size but not equal magnification, they dragged layer won't align.
