Please help me, my Photoshop layer keeps flickering white when I zoom in and zoom out.

Hi,

Did you happen to update your driver when this started happening?

We believe this issue may have been caused by an update to the NVIDIA driver.  A newer driver was just released today.  Please do a CLEAN INSTALL of the newest driver and let us know if the issue is resolved.  Note that if you do not need the GeForce Experience, we recommend that you do not install it on your machine. https://www.nvidia.com/download/index.aspx

You shouldn't need to Disable Native Canvas or use older GPU mode on an RTX3070ti.

However, I would ensure your GPU is using the latest NVidia Studio driver which is v531.61. When updating choose Advanced options and Clean Install to ensure remnants of the old driver are removed.

Try to enable the Older GPU Mode option in "Preferences" > "Technology Previews" > "Use Older GPU Mode (pre 2016)".

Then goto "Preferences" > "Technology Previews" and enable "Disable Native Canvas".

Restart Photoshop.
