Plugin Menu gray

Running Photoshop 24.1.0 on Windows 11 64 bit.

Suddenly, my Plugins sub menu has gone gray. Plugins Panel,  Browse Plugins, and Manage Plugins sub-menu items are all gray.

My plugins stopped appearing in the now missing Plugins Panel. My Adobe Creative Cloud shows the missing plugins as installed. None of the plugins have been updated by their authors lately. 

I tried uninstalling and re-installing the plugins and get a message that they were successfully installed. I tried uninstalling and re-installing PS with same results.

The Plugins that were actually legacy extensions are showing up in the extension window. All other plugins are unavailable because the plugin menue is all gray.

Any help appreciated.

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Are you certain these plugins are compatible with current Photoshop builds? You mention they haven't been updated in a while...

Yes, they were both working a day ago on the same version. It's not the plugins that are grayed out, it's the whole Plugins sub-menu

Spoke too soon. When I go to Preferences>General and click on Reset Preferences on Quit, Close PS and re-open, all is well. Plugins are where they should be. However, when I quit and re-open PS it''s back to the grayed out plugin menu. If I reclick on Rest Preferences, they appear the next time I open PS. In other words, the only way to gety the plugins menue fixed is the reset after every use of PS.

I see that there are both a .8BF plugin and all the other new UXP and CEP plugins that fail, could one bring the others down with it?

I've followed this thread and wonder if any solution has been found. I have had this same issue but on Mac OS 13 on my iMac 5K. 24.0.1 is the latest version I can install and still access the plugins menu and install plugins. They work fine in 24.0.1 and earlier. Just not in 24.1 or 24.1.1. I've used the Creative Cloud Cleaner to completely remove Photoshop and have reinstalled and still have the issue. I've reset preferences several times to attempt a fix and still cannot use the latest updates as they disable plugins, other than legacy plugins.

Three of the plugins are F64Elite panels. Another is from another vendor. In each case they are installed via CCX packages. None of the plugins fail. All show as installed and work perfectly well on PS24.0.1 and older. Upgrading to 24.1 or newer seems to introduce the issue. It is as if there is somehow a permission error in the newer updates that no longer allows PS access to that directory where they are kept. As far as PS is concerned, they are not installed, though Adobe Creative Cloud shows them as installed and working. Reverting back to 24.0.1 and older, they suddenly are present and accounted for. Move forward and they are no longer visible. Revert and they show up. Back and forth one can go and see the issue only shows up at 24.1 but not before 24.1. But it's not repeated on every computing platform or even on every Mac that I am aware of using these same plugins so I'm guessing it's a conflict unique to some particular condition. That's why I decided to go to the trouble to clean PS completely and start from scratch but the issue continues.

I'd verify this myself if F64Elite was distributing on the Exchange Marketplace, but I don't think they are.

Usually, though, a blank panel happens when the product version numbers in the manifest file don't match the host app version (the version of Photoshop).

I should add that one issue I also had when I first updated to 24.1 from 24.0.1, I got the "could not install the saved panel configuration, resetting to default" and same issue trying to go from 24.0.1 to 24.1.1 so I thought there is some deeper issue in my system and did the cleaning process using the instructions from Adobe and the apps. That fixed that issue but did not fix this issue with the panel plugins being unavailable and the menu grayed out. I thought maybe a deeper issue still remains, though things have worked smoothly everywhere else on the iMac. I don't remember if this issue came just prior to Ventura or happened after I upgraded to Ventura, but I also use an external 2TB NVME drive to manage the Users on this system as the internal drive is not large enough to keep the apps AND the user folder together. Which is why I wondered if something changed between 24.0.1 and 24.x that creates some permission issue due to the user library not being on the same drive as the application and main system libraries.

here is how the plugins panel is supposed to look and works fine in 24.0.1. It's only when I update that it goes gray and none of the plugins show up or are present in the program. They just disappear, though if I go to manage plugins in Creative Cloud, they show up as installed and functional.

I will follow up with asupport@adobe.com. I uninstalled all the plugins using manage plugins, the updated to 24.1.1 and the plugin menu was active. As soon as I installed any plugin via the Marketplace (Raya Pro 6 was my first test, then web sharpener) and relaunched PS, the menu was gray and the plugin was not showing up.

I think I've followed all the steps thus far to see about this issue. I got the automated confirmation from asupport@adobe.com, indicating it could take up to 5 days. This is the 8th day since sending it and so far I haven't had any formal response beyond the automated acknowledgement. I will hold off on applying updates until I hear something more concrete, I guess.

I'm still awaiting some response from Adobe on this. Mac OS 13.1: In v24.1 and later, the Plugins are no longer accessible; the menu is grayed out; plugins installed and working no longer show up. Revert to 24.0.1 and everything works. This seems to be the recurring issue IF the USERS folder is found on a separate volume than the sysetm folder. This is not the usual configuration, but one that many choose when using modern Macs with smaller NVME internal drives and using an external Thunderbolt 3 or 4 NVME volume to handle larger data needs than can be practically handled in a Mac with non-upgradable storage memory. As far as I've been able to tell, v24.1 only seems to be fully functional if the application folder and the user library are located on the system volumes. If either is moved to an external volume, then plugins fails to function. There may be other issues as well, but this is what I've found so far. If I use PS installed on the main /Applications from a user on the /Users directory, then all is well. But if the User is on a separate volume, Plugins fail to be accessible.

Well, we finally had a three hour session with tech support today (ADB-28196624-T1B3) and determined the problem is indeed an issue where the user library on a different volume than the main library will make it so once a plugin panel is installed, the next time PS launches, plugin panel is grayed out and plugins are no longer accessible. This occurs at 24.1 and later. Not I'm not sure what to do to get engineers to look into the matter further.

Hi @jeffreym unfortunately my experience is that has always been the case. Mac OS system data and the application need to be running on the same root directory/drive or you will experience issues. Photoshop looks for default directory routes in Mac OS which you have on an external drive for the User Library/Application Support, etc. etc.
