Plugins not available under preferences after updating. Extentions is missing in window menu.

I'm using Mac Monterey (with m1 max chip) Older version of photoshop was on the same mac and working good.

Any solutions?

Might be due to the "updated " photoshop version running native on Mac Silicon, while the older photoshop version was Intel and ran under Rosetta 2.

What version was the older photoshop version?

If you run the "updated" photoshop using Rosetta, does the Window>Extensions (legacy) show?

Run photoshop under Rosetta by

(right clicking on the Adobe Photoshop 2023.app in/Applications/Adobe Photoshop 2022 then click Get Info

and click Open using Rosetta)

Third Party plugins do not automatically migrate. You can find them in your applications folder/Photoshop (version)/Plugins.

However I would recommend reinstalling updated plugins to match your OS and PS version.
