Plugins not available after crash when not connected to internet

I use my laptop when travelling and most of the time I am not online as I am in remote areas.  When Photoshop crashes for any reason, my plugins are no longer available to me as it is looking to touch the Adobe site.  Once I am able to connect they are available to me.  

 

This is rediculous!  I spend a lot of time unable to connect to the internet and loosing the access is unacceptable as I am usually editing while on the road.

@DugieP depending on the reason for the crash, PS may need to reconnect to the authentication servers to verify subscription but also to confirm installed add-ons like plugins. The bigger concern is why is your PS crashing so often?
