As Bojan says. Disable the Intel GPU.

I would use stronger language regarding your RAM allocation: Never, ever, set it to 100%! You're strangling the whole system. No wonder everything starts to slow down. Pull it back down.

Other applications and processes need memory too! Even Photoshop plugins like Camera Raw need their own memory.

Photoshop's main working memory is the scratch disk. That's the critical component. RAM is more of a fast access cache. Advanced raster image editing requires huge amounts of memory, much more than any RAM you may have installed. So there's no such thing as "enough RAM" anyway, and dialing it up doesn't really accomplish anything, other than suffocating the rest of your system. 70% is fine.

It seems you have dual GPU, try to disable completely integrated GPU. Also make 70% memory available to Photoshop. Scratch disk is ok, 700GB free.

I have a 2TB SSD with quite a bit of free space left. Hopefully, this can give you some more insight!
