I am not referring to unselecting a layer so it does not show up on the board. I am hoping to find a setting to remove the layer so it does not appear in the layers list at all (i've already hidden it from the board by a click on the eyeball).
Depending on the setting, i am curious how to get it back then... if any of this is possible.

Not directly, but I can think of a workaround. Taking the document below as an example:
Combine layers 1 and 2 as a Smart Object
Double click the Smart Object which opens it in a new window, and turn off the layer you'd like to hide
Note it will have a .psb extension
Ctrl (Cmd) s to save your changes to the Smart Object
And it will no longer show in the original document
Note: By default Smart Objects use the top most layer as the layer name, but you can change that.
To get the hidden layer back, double click the Smart Object and turn it back on. It still won't show as a separate layer, but you can either drag or duplicate (by right clicking) the hidden layer back to the original. Not exactl straight forward, but I guess it depends what your primary goal is and why you want to hide the layer.

You can lock layers of course, but there is no way that I know of to password protect a locked layer.
You can save a layered document as PDF which gives you the option to passwork protect the document. I'd be inclined to practice with another document if taking this route. In the initial save as window select PDF and make sure Layers is checked (there used to be nasty gotcha that would lose all your layers, but the defualt is to keep layers — best to check though

Depsnding on the layer you would like to hid. You can use the search or filter a layer...this will work to with the group of the same layers....
