Preferences file in use and locked

This seems to happen every time I get a PS update on my pC.

 

When closing photoshop it says the preferences file is in use and cant be saved. When I go to the app data and try to delete the preferences file it says it is locked. I have tried changing permissions but nothing works. Please help!

 

All drivers are up to date.

Did you try shutting down and rebooting your computer?

LATEST

The preferences file is in your user account, and as such controlled by account privileges. It has to be permissions-related.

 

I don't have a ready solution for you, but I think you can at least narrow it down considerably.
