Preserve Details 2.0, is it really doing anything?

I'm late to the technology preview section of photoshop. I gave it a try and initially I thought, "oh cool" but then I did a test with a duplicate image and "manually" stretched  a 1300px 72 dpi (long side) to 3600px 300 dpi to compare the results. The "manually" upscaled was actually sharper than then the Preserve Details upscaled version. I did the test on another set of images - same thing.

Is there something I'm missing here?

Preserve Details 2.0 has been a Technology Preview for many years now, so it’s a bit of a puzzle why it has not been improved to graduate out of Technology Preview, and it has not been removed either.

Photoshop now has newer AI-powered upscalers, like the Super Zoom neural filter and the Super Resolution feature in Camera Raw (within the Enhance command). You might test those to see if they give you better results.

Also, if you mean “manually” as dragging Transform handles, note that the scaling uses the interpolation method set in the options bar when the handles are active.
