Preset syncing stops PS closing

Using the newest update of PS on PC. Preset Syncing will not allow PS to close. Even though I 'lost' all my created presets and have turned off all but the default presets and not changed the default location of Presets... PS won't close right away and for waaay too long software says, 'it's syncing presets' and will 'close when finished'. I've had to End its Process in Task Manager to continue working. I have reinstalled PSs but still happens. HOW DO I REPAIR THIS?

Same for me. I've gone into Edit >Preferences >General and unchecked "Sync Presets" but still crashes upon tryin to hit OK and exit Preferences. I have to force close with task manager and when I reopen PS, most of the time my brushes and actions are missing.

I am still having issues with my Presets and have uninstalled Photoshop and tried what you mentioned numerous times. Not a beginner with computers. Just can't figure it out...
