Presets will not load

I see file folders on the pull down menu for brushes and custom shapes, but the files do not open. When I try to import it takes me to a Creative Cloud download with nothing in it. I'm working on MacBook.

I'm using Photoshop. I have added a screen shot that shows the pull down files. None of them open.
