Hi @DJA1960 you have to set this in Apple System Preferences.

Go to Apple System Prefrences/Security and Privacy and

1. Check or add Photoshop to Full Disk Access

2. Add Photoshop to Screen Record - this allows external eyedropper samples.

I'll help you figure this out. What version of Photoshop & the operating system that you're working on? I've tried this on Windows 10, 11 & macOS 13.2.1 came out last week & I could not recreate this.

As a basic step, try resetting the Color Picker tool:

If this does not help, ensure no stale preferences in your Photoshop. Go to the location of the preference folder below and rename it to backup. https://helpx.adobe.com/photoshop/using/preferences.html

  • macOS: In the Finder, hold down the Option key when using the Go menu > Library > Go to Preferences/Adobe Photoshop [version] Settings
  • Rename the Adobe Photoshop folder by adding a .old at the end. (Adobe Photoshop 2023 > Rename > Adobe Photoshop 2023. old)

These changes will give a fresh start to Photoshop as a fresh install. Let me know how it goes.

Thanks!

@Sameer K when the eyedropper is first used on a new install, the Mac OS asks if you want to allow permissions. If the user declines, it prevents using it outside Photoshop. You have to then manually set the preference in Apple System Prefs to allow "screen recording".

@Kevin Stohlmeyer  Thanks for pointing that out. That makes sense since I've never used PS without Full disk access.
