Problem opening image as background layer

When I open an image (jpeg or png, haven't tried anything else) it opens the RGB color channels of the image in their own layers. How do I change the settings so an image opens as a background layer?

This is not standard behaviour... Forgive me for asking, but are you getting mixed up between channels and layers? Can you post a cropped screenshot of the panel in question to illustrate?
