Problem with Home Screen/Display in Photoshop

So, I have two separate issues here with the most recent version of PC-Laptop Photoshop:

 

1: Every time I open up Photoshop, the home page stopped showing up with images and the proper home screen images/text, etc. Now, it just shows up with the large logo and icons as if it were an incomplete cached webpage. I've constantly installed and uninstalled Photoshop CC, to no avail of fixing this. Also, when I try to save a recovered document, the usual option box should come up to let me save as a .psdc or .psd file, (as shown with the box in the middle of the page). I have no way to get around this.

 

2: I cannot open any .psdc files as when I click on the subfolder for my .psdc files, it loads up giving me the prompt box, saying that it's not the right kind/type of document. Please help me out to fix this issue! This is holding me back from saving .psd files as I have no care to save cloud files!
