Problem with Polygon Lasso Tool

Each time I use polygon lasso tool - make a selection to cut the selected space - instead of cutting it out it instead leaves me with a white colour background on the selected area. What do I do? 

The selection leaves a white shape instead of the layer below it. I want the pink circle with the green background after cutting out the head. PLEASE HELP!!
