Problem with updating photoshop from creative cloud

Question

For the last two version updates of Photoshop, the installation gets to 87% and then a message appears saying installation is running slow and "we are working on it".

That is as far as it gets. The only solution is to cancel the update (which takes forever), uninstall Photoshop and then download a new version of Photoshop (which downloads and installs very quickly).

I don't understand why the normal upgrade no longer works.

Any ideas?

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
