I am on Photoshop 25.9.1 Windows 11. My old laptop crashed so I had to purchase a new one and I'm desperately trying to get everything loaded again so I can get back to work. I have no access to any brushes, etc. Plus, I have old .tpl files and .abr, etc files kept in a main file that I just access to load. I call it "liz's big Photoshop presets". I've got it located in my pictures. I can import those via the brushes window on the right, but I can't get anything to load where I have always accessed my brushes on the left (see uploaded screenshot). Where are the tools that come with photoshop and why can't I use my brushes, etc. on the left.

Hi Liz. Are these presets other than the default and legacy brushes?
If yes, do you have the .abr files?
If not, do you still have the broken laptop? If yes, you might be able to remove the hard drive or SSD, and connect to another system. Windows might be toast, but you might still be able to access files on the drive via another working Windows system.
Right now, it is not clear where you are at with your issue, so if you can add more detail we might be able to give you more help.

I have been able to get everything off my old laptop so that is no longer a problem. On my new laptop with Windows 11, I still can not load anything into the tool presets section on the upper left - except for the crop tool. I can load the brushes and history and art history brushes in the brushes window, but my "go to" is the tool preset section on the upper left. I really need to be able to use that. I've tried loading .abr files and .tpl files and nothing, other than my crop tool presets, loads in that area. I don't understand what is going on. There are NO brushes loading in my tool preset section... neither my old brushes or any brushes that may have come with photoshop. Is there any way I can download an old version of Photoshop so I can maybe set up the brush presets and then try to upgrade from there? I'm currently using PS 25.9.1. This is so very frustrating.

Tool Presets (tpl-files) are not Brushes (abr-files), so I am not sure what you are trying to do.
One can load abr-files with the Brushes Panel’s dropdown menu’s »Import Brushes«, but it would be prudent to copy them to the Brushes-library-folder right away.
