Program Error

every time I try to do *anything* in photoshop I get the following:

I have uninstalled and reinstalled, I have checked other programs I am using (Audition and Light Room), they work fine.

what can I do?

If the update does not appear in the CC app, go to help>check for updates.

and now I cannot even close the program without the same error message
