PS Behavior With Pen Tool

One thing I've never gotten the hang of is where, while using the pen tool, PS swings the image to and fro if the tool approaches any of the far corners of the image,

Is there any way to prevent this, or have the image remain stable?

This is CS6 with Sierra.

You could try turning off flick panning.

Thanks - that seems to have done it!

(Under the General tab in CS6, though.)

Upon further investigation, this doesn't seem to solve the issue.
