Correct answer Jqqerry

You can try few things.

1. Go to Preference - Tools - Turn off "Enable Flick Panning"

2. Go to Preference - Technologhy Previews - Turn on "Deactive Native Canvas"

3. Go to Preference - Technologhy Previews - Turn on "Older GPU mode(2016)"

And Restart Photoshop, try again ...
If my prediction is correct, it will be solved.

Hi, also, please post the contents of Photoshop's Help>System Info... menu, so that we get to know your OS, its version, the exact version of Photoshop you are running, the date of the GPU driver, etc.

Hi, which of the changes worked? One might not need to do all three...

Also, please post the entire file info: that way, we'd know if there is an integrated GPU on the processor, or other settings. IMHO, the 2060 should be recent enough to work without issues.
