PS CC 2019 Libraries Keeps Prompting To Add Layers

I am using the latest build for CC 2019.

I use the Libraries to hold my color pallets usually, so they are collapse able by character/section. However, after adding a few layers or even painting on a layer enough, the library will prompt me to add a specific layer to the library itself.

It will do this across multiple documents, even fresh new ones when it occurs. The only way I can get rid of it temporarily is by closing out Photoshop entirely. It will occur again within several minutes.

I can still click and navigate the window itself, but its rather annoying that everything will be greyed out and hard to see where the scrollbar is.

How do I fix this?

I am not sure I understand the exact goings-on, what is the exact prompt?

Well, there is no exact "prompt" window that pops up that asks me to click Ok or Cancel.

Apologies, that was bad wording on my part!
Basically, provided in the screen shot in the original post, the library window will be taken over with the + icon and whatever layer name the entire time until I close out Photoshop completely.

It will occur again shortly after drawing/doing something in another layer, and it will stay that way. If I were to be working on another project in another tab of Photoshop, the same prompt will be there, even if that layer is not present in the document I am working on.

It could be "Layer 6 +" on a brand new document with only the background layer, and would stay like that.

I could click the lower left "+" sign to add the layer to the library (which I do not want to anyway), but usually it tells me that I cannot do that. Occasionally it will, and it will go away for a short period. It will pop up again within a few brush strokes, if i make a new layer, add a shape, create a gradient map- so on.

I tried looking through my settings to disable this to prevent it from graying out my Library window, and I cannot seem to find anything relating to it.
