PS CC 2019 shortcuts and actions not working

I recently updated my PS CC to 2019 and now do not have use of keyboard shortcuts or actions. All keyboard shortcuts are non functioning and every step of an action is saying "the command xx is not available."

I reset my preferences, deleted an old WACOM program file, and checked that my background layer was named "background" (it was.)

Any suggestions on what else I might try?

I just uninstalled 2019 and went back to 2018. I will update again in a few weeks once the problems are resolved and I am not in my busiest week. Thank you for the offers of help. I will re-visit soon.

Hello, allig did you update photoshop to version 20.0.1?

did you try resetting the preferences? Edit/preferences on a PC.

Is anything out of the ordinary on your machine?

Maybe post the contents of help/system info...

Yes, I did update to 20.0.1 and it is since the update that I've had these issues. Yes, I reset preferences. Nothing else seems to be out of the ordinary.

Many of the keyboard shortcuts have changed since the update, so you might want to check into the shortcuts list. (Photoshop > Edit > Keyboard Shortcuts + shift+Option+Command+K)

You may want to be specific as to which shortcuts you are trying to use. That could help.

Are you talking about shortcuts to the buttons on your Wacom tablet? If so, what OS are you working on?

Sorry I wasn't clear. I do not have a Wacom tablet. The program I had installed was an old one and I happened to have read that it can sometimes interfere with keyboard shortcuts, so I uninstalled the old software. I wanted to mention it since it was in one of the accepted ways to troubleshoot this issue.

Ctrl-A (Flatten), Ctrl T (Transform) and Ctrl J(copy layer) are not working. They are shown on the shortcuts list as they should be.

I just tried a few more- Ctrl S (Save) works, and my tool shortcuts seem to work. (B/ Brush, J/Bandaid, etc.)

I have it set to zoom on the image with my scroll wheel on my mouse, that is not working.
