Ps CTD when using object selection tool and paste into a new transparent layer

Steps to reproduce:

1. Load an image (in my case HEIC extension)

2. Click on Magic Wand and Object Selection tool

3. Move mouse of image and have Ps highlight blue for what it thinks is an object and click in the blue area (this will make the selection)

4. Add a new transparent layer

5. Make sure you're still in the object selection layer and Copy

6. Select the new blank transparent layer

7. Paste

I get a spinning processing icon, then a CTD. No opportunity for error reporting was provided. Back at the desktop I checked the Win10 OS log and found this:

Hello, i am having the exact same issue as seen before. this is a work pc and is super powerful but the smallest files seem to crash to the desktop when using object select, this isn't even consistent i could edit 3 to 6 images fine but sometimes every new edit it will crash once or even multiple times. everything is up to date, and no one else has this issue at work

I've attached the files I'm working on. please try to replicate, - use object select to select the box and copy layer through Ctrl + J. i encounter freezing and then crash but pc is fin.

I added the registry entry per your link to trigger error reporting dialog but NO dialog appeared (see video). Normally I disable error reporting because your reporting app triggers Log2Transport errors when Win10 shutdowns down normally ... a problem Adobe haven't addressed in years hence why so many of us disable it ... this really should be fixed if you folks are going to ask users to provide error reports.

I added Win10 OS registry entry for a memory dump for Photoshop.exe, so when Ps CTDs a memory dump file is created (see video) and I've uploaded the 8+GB dump file to my Google drive and you can down:

Just to be clear, the trigger is copy/paste into a new Layer with transparency after object selection, no 3rd party tools involved, no folders involved, plenty of available memory.
