PS doesn't remember what the last tool setting was

PS doesnt' remember what tool I last used. Every single time I use a tool, it defaults to something other than what I last used. For example, when I use the brush tool, then open a new file and it goes back to pencil. When I use the healing brush tool, then open a new file, it defaults to the generative AI healing brush. 

 

How can I stop this behavior. It's new. I expect when I press "J", that I will get the last healing brush setting I used. I expect when I press "B" that I will get a brush and not a pencil. I never ever use pencil, and I never use the generative AI tools. 

 

Is there a way to stop this behaviour?
