PS images trapped behind background

Folks, in the process of trying to bring an image into PS to duplicate it and rotate it for a pattern, I noticed that the image is not only surrounded by a black background but the image disappears under the edge of the background when I attempt to move it elsewhere on the canvas. 

I have unlocked the image from its background and tried other maneuvers but to no avail.

What rookie mistake and I making now?

Are you sure that the imported image does not have an area of black around its outside?  Or is that happening with all images?

Are you definitely rotating the image or layer and not the canvas?  The latter is purely a display function, and does not affect the actual image.

   A full res screen shot of your workspace showing the issue would probably make things instantly clear.

Your image has been moved to the left so that it is off the Canvas. Use the Move tool and drag it to the right agaain.

Just a quick check, Richard: are you using Photoshop 16 (CC2015) or Photoshop Elements 16?

Hi @richardg52861327 when you say "background" do you mean the Canvas surrounding the image?
