PS Program Error: "Could not use the move tool because of a program error"

Hi PS either closes on its own or if I can get it to work when I try to do something  I get the #Could not use the move tool because of a program error" Anyone else having issues with PS today?

Which version of Photoshop are you using and on which operating system?

Would you mind checking the steps below?

• To return tools to their default settings, right-click (Windows) or Control-click (Mac OS) the tool icon in the options bar, and then choose Reset Tool or Reset All Tools from the context menu. See the image below:
