Just curiosity, dif you create the GIF? I screenshot may help some of us (me, especially) visualize the issue.

[adding: ] Where do you expect to see the timestamp? I see timestamps when I converted from Frame Animation to Video timeline.

When you play where, in the timeline or in another app?

Your second frame is set to zero seconds and the loop is set to 'Forever'. So Photoshop will play a loop of  2 seconds first frame, 0 seconds second frame, 2 seconds first frame....etc. The second frame will just flash or never show at all depending on your PC.

Either :

1 Change the loop setting to 'Once'
or

2. Give the second frame a time value
