No matter what amount of memory I allocate to PS to use under the Performance tab in Preferences, PS will use more to the point that the whole system begins to stutter. I have screenshots and video because it's reproducible 100% of the time. The problem is exacerbated when using Adobe Camera Raw and using masks or presets. This is a new issue for me.

This is obviously not normal behavior. I am absolutely unable to get Photoshop to exceed the memory allocation set in Preferences.
From everything I hear and see, AMD tend to target their hardware very aggressively towards gaming. I also notice that this motherboard is very specifically a gaming model. I'd start by going over all settings and disable/reset everything that seems gaming related. That probably includes the BIOS.
That applies to the GPU driver particularly. I've heard that applications like PS/Lr are frequently identified as "games" in the AMD GPU driver. Correcting this has solved some problems for some users.

This makes no sense what so ever, using camera RAW on NVIDIA and INTEL system also causes this issues it also fills up GPU VRAM , Being gaming oriented has no basis for such issues
