PS2018/ Win 10 - HUD color picker not showing up?

Question

I think that after the Win 10 Fall update, the HUD color picker is now not working in Photoshop 2018. I'm not sure what is happening as my Cintiq pen button is still registering as a right click. I am pressing down all the buttons to call up the HUD but nothing is coming up. The odd thing is that is IS working when I press the buttons and do right click with my MOUSE.

Does anyone else have this problem?

Is there some way to reassign the HUD color picker to another shortcut key combo?

I have the same issue with using my Cintiq pen and the HUD color picker. I also have the same issue with Rt Click on pen using Alt to change brush size and brush hardness. I have the latest Windows updates also. I have 2017 and 2018 installed. The HUD and brush size works with my pen in 2017 and not 2018. Both versions work with the RT click on my mouse. I have tried this on both computers so I can only imagine that it's a PS CC 2018 problem. I really hope they fix this!
