I have installed Photoshop CC 2019 this morning and now when I go into Windows 10 explorer I no longer see the thumbnails of my PSD files.
I have installed or upgraded several Codec software versions including sage thumbs and fast picture viewer. The icons in explorer just show blank pages. One thing interesting is that if I open a PSD in 2019 and do a save as and create a copy then the thumbnail displays. It should not be necessary for me to open and save every PSD to recover the thumbnail. This makes me think that the new software saves the PSD in a slightly different format or does not create thumbnails until the image is saved. Is there a way to rebuild all of the thumbnails for all of the PSD images in a folder?

I have FastpictureViewer Codec Pack installed on my Window 10 1809 system and cc 2019 installed as well as CS6, CC 2014 and CC 2018. I have PSD thumbnails in Windows file explorer.

You replied to my topic on locked images - thanks for your help. Another issue we're all having is the lack of a thumbnail in the PSD icon. That's something else that makes ZERO sense to me.
But more importantly, I noticed the Dodecahedron template in your sample image.
I LOVE making geometric things from one sheet of paper - almost Origami-like, but not in the literal sense.. I have made some fairly interesting concoctions, if I do say so myself.

Check your File Handling preferences:
If that doesn't work, reset preferences:

Thanks - but that didn't work either.
Out of interest, under the File Handling, I do not have Thumbnail as you do.

I believe you need to save PSD file with maximum Compatibility so a full composite image is stored in the PSD file and you also need some Decoder installed the will generate Thumbnails for PSD file in Windows File explorer. I install FastPictureViewer codex package for that

Thank you - yes I did save with maximum compatibility.
I have now installed the fast FastPictureViewer, but just cheesed off that it was working before and an upgrade broke it!
Thanks.

We ran into the same problem with MysticThumbs as thumbnail program. It became very slow to a point it was not working anymore.
After trying many combinations on different PCs, we figured out what caused the problem;
After removing PhotoShop 2018.
One of my PCs still had PhotoShop 2018 next to 2019 installed and all thumbnails still worked fine, but on my main fast PC I removed PhotoShop 2018 and then it became very slow.
Try to reinstall PhotoShop 2018 and see how it works for you.

I've used Fast Picture Codec Pack for many years and it was definitely the solution to this problem until recently. But when I got the latest updates from Adobe, suddenly the PDF thumbnails wouldn't generate. I tried removing FPC and Acrobat went back to creating thumbnails as usual. Pretty frustrating.

I only see thumbnails for sone PDF files. I never expeded it to generate thumnails for PDF files I did not understand in their write up what they ment by Adobe PDF-XMP the last file type listed

Does the Install procedure for FPV code allow custom install? since Acrobat DC now allows PDF thumbnails, you can leave the PDF part out if you think it is causing problems.

FPV has a configuration panel. However it has not option for Adobe File formats other than Adobe DNG raw files. Adobe File formats like PSD, EPS, Adobe Indesign an Illustrator it just does. Their site states PDF-XMP I do not what PDF-XMP is about. Nor do I care for I do no import or save PDF files using Photoshop.

What I mean, is to run the FPV installer and remove the PDF thumbnail option for the Windows OS.
"X" means FPV's PDF thumbnail option is not installed and should not interfere with Acrobat DC's OS thumbnails.

I'd forgotten it had this control panel. I'm going to give this a try.

Another workaround which may help someone. I use Bridge for most of my workflow, so the no thumbnails in Windows Explorer issue is only an occasional annoyance; my final output is MS Word, sadly dictated by my client, so thumbnails for placing is handy. I'd been puzzled because sometimes I get them, sometimes not, there seemed no obvious reason; I just worked it out (duh).
My assembling workflow is done backing up to OneDrive, my sharing workflow G-Drive. G-Drive folders and local folders, no thumbnails, but the files on OneDrive give me thumbnails for photoshop and Illustrator, but only if I'm signed in... sign out, they disappear again - so they are generated server-side on the fly. As OneDrive is MS it begs the question, why it can't work in Windows interfaces natively.
