PSUserConfig.txt in Photoshop CC 2019 not working

I'm trying to revert to the legacy method of holding shift for proportional scale and transform.

 

I've put a plain text file named PSUserConfig.txt containing TransformProportionalScale 0 in my Photoshop setting folder:
//Users/[My User Name]/Library/Preferences/Adobe Photoshop CC 2019 Settings/

 

This worked fine on my old iMac, but my I've just got a new MacBook Pro 2019 and it simply won't work.

Any advice as to why it's not taking?

What version of PS are you using? With the current version, the text file isn't needed, as there is a setting in the preferences for this:
