You can Purchase Photoshop Elements, but Photoshop requires a subscription.

The Photograhers Plan is excellent value, you get Photoshop with updates plus Lightroom for around $10 a month.

I have a similar question: I've been wondering why Photoshop is only available for purchase via subscription. Can't you buy Photoshop only with a single payment, and the program is yours? What does that mean?

Photoshop has been subscription only since 2013. Why? Because Adobe went to a subscription model, as did Microsoft, Quicken, BitDefender, etc.

 

You don't have to pay every month for the annual subscription. The other option is to prepay for the year in a lump sum, which has always been my preferred choice.

As was said earlier in this thread from five years ago, Photoshop Elements has a perpetual license and you can get a 30-trial for PSE.
