Where do I find the Puzzle Texture in PS 2019 ?

There is Puzzle layer style in Photoshop CC 2019 which you can use

Open Window > Styles panel
Click on Styles panel menu (hamburger icon in the top right corner) and choose: Photographic Effects then click on Append button
Ensure that selected layer is not locked Background layer then click on Puzzle style to apply it.

There is no puzzle texture. There is a mosaic texture or stained glass texture, but those are most likely the closest textures that you'll get to puzzle, unless you create your own, I did with this:
