Quality loss when scaling down

Hey all, I'm dealing with an ongoing quality loss issue I'm hoping there's an easy fix to.

Ever since a couple weeks ago any images that I rasterize and scale down (with ctrl + t) loses a lot more quality than it used to. As you can see in the examples below, it makes the edges of the text very rough, and does the same for images. What can I do to make that no longer the case?

I am having the exact same issue. I saw something that suggests making everything a smart object, but that seems a bit much. definitely a new problem with photoshop cc 2019

Hi, Check this video guide. Do your image same like the method shown in the video then your issue will be solve.

Hey Muqqarib, unfortunately the video didn't help in this scenario as I'm not looking to scale the image back up. When I scaled down rasterized images in the past, the quality was not nearly as low as it is now. It's almost as if I accidentally changed a setting in PS without knowing it. Below is another example of an image I had to rasterize (in order to delete the black fill it originally had) and scale down, and the quality of it is very poor compared to it would've been prior to the issue.

Text in Photoshop is Vector Based, so its totally scalable up and down. You may want to check the settings for your text. for example, is it set to SMOOTH, Crisp, strong, etc. But as long as it is NOT rasterized, it should look PERFECT!
