Question about the kinsoku shori options

I realized that Adobe Photoshop have the kinshoku shori options for Japanese through Google search. I have some questions about the kinshoku shori.

Q1) Is the JIS kinshoku shori very normally and broadly used line breaking rule in Japan?
Q2) Are there other line breaking rules in Japan? Adobe Photoshop just decided to use the kinshoku shori?
