Quick Export to JPG saves file in low quality/resolution

In Phtoshop versions 23.3.1 through 23.5.1 on MacOs Catalina, when pressing Quick export to JPG, the file saved comes out as if it were saved at a Quality of 1.

Rolling back to version 23.1 and Quick export works as intended.
