"Could not complete your request because of a program error." HELP?!?!

Within the last week I have created .psd files and when I go to open them again I get this error:

"Could not complete your request because of a program error."

This happened a couple of months ago when I created a couple of files but now that it's happening again and I have no idea why.   I have uninstalled and reinstalled and even reverted to the last previous version.  I tried resetting my preferences. Here is the log:

2018:01:28 00:50:04 : ..\..\sources\UPattern.cpp : 1709 : REQUIRE failed

2018:03:01 19:50:23 : ..\..\sources\UPattern.cpp : 1709 : REQUIRE failed

2018:03:01 19:50:45 : ..\..\sources\UPattern.cpp : 1709 : REQUIRE failed

Does anyone know what this mean??   Does it have to do with a font maybe?  How can I fix this and open my files again?  program-error.png

You get this error only with these files or always?

To reinstall everything please use this tool:

Use the Creative Cloud Cleaner Tool to solve installation problems

To reset preferences please follow this:

Preferences in Photoshop

If you can, please upload a problematic file for testing.
