"Could not complete your request because too many elements have been created over the history of this document"

Hello, I am running Photoshop CS6 and am having this odd error message pop up when I try to create a new layer. "Could not complete your request because too many elements have been created over the history of this document." I have never seen that message before. Googling this exact error message gives no results, as seemingly no one else has ever had this error message before. What could be causing this? I have only made three layers on this file including the background layer. There's nothing much on the file yet so it's no worry, but I'm suspicious of a message like this. Googling half of the error message brings up the following results from a malware scanning site, which is weird.
