"Load Selection" greyed out

I'm using Photoshop CS5 v12.0.

I have a scanned image that does not allow me to use the Select > Load Selection command.  It's greyed out.

I have no idea why - if I try to batch process a bunch of images, doing the exact same thing to all of them, it works for all images except this one, which fails at the 'load selection' part.  Yet as far as I've been able to tell this image basically the same as all the ones it does work for (png file type, same dimensions, same colour mode, same number of bits/channel...).

Even if I re-save the image as a psd file, the problem is still there.

Any idea what I can check that might be causing this?

EDIT: I should mention: the selection I'm trying to load is from another file, which is also open in another tab.  On my other PNG images I can load the selection directly from there - on the problem png image I can't.

EDIT 2: Ok, so further testing shows that what it's preventing me from doing is loading a selection from another image.  See attached 'Greyed Out 2.png' and 'Greyed Out 3.png'.  In Greyed Out 2.png is what I see when I try File > Load Selection on Image128.png - it lets me select either Image128.png (which I added a layer to) or Crop Mask.png (which is open and the one I actually want to load).  This one works as expected.

Greyed Out 3.png shows what happens when I try File > Load Selection on Image 136.png (which I added a layer to).  It only shows Image136.png as an option - Crop Mask.png isn't there, despite it being open.  Why can I not select it?

I've found the solution: turns out that despite having been made with the same hardware and the same settings, the image in question was not actually the same dimensions - it was 2 pixels larger than the others.

Not sure what happened there, but it explains why the crop file was not selectable - it was a different size.

Has now been corrected and it works.  Thank you JJMack for attempting to assist.

Did the action create the Alpha channels from a selection or did the selection step fails to select any pixels? When the action fails is there Alpha channels in the document channels pallet the match the load selection step?
