"maintain aspect ratio" won't toggle off when using Free Transform

I just upgraded to Photoshop CC v. 20.0.1 (Mac OS 10.12.6).

When using Free Transform, I am unable to toggle off "maintain aspect ratio" ... or rather, it appears to toggle off but when I try to resize the selected layer, it behaves exactly if "maintain aspect ratio" were toggled on.

Can anyone help?

Yes, I can. The behavior has been changed. You no longer press the Shift key to maintain aspect ratio and clicking the link symbol won't disable maintain Aspect ratio.

If you press the Shift key then aspect ratio is not maintained, but release the Shift key and click on the Aspect Ratio link and the image will go to its original aspect ratio.

Clarification: I am trying to toggle using the link symbol on the options bar.

And, wow, does that seem counter-intuitive. Why reverse the function of a legacy tool!? And why bother to keep the function on the options bar when it only works one way!? I understand why Adobe changed the Undo keyboard shortcut to conform to other apps traditional functionality ... but this????
