"Preferences"

"Preferences" doesn't appear in Photoshop menu or in any other menu. How can I fix this? I want to access the opening page with all my Recent files, but I can't.

1) »Preferences« is »Settings« now.

2) Do you mean Settings > General > Auto show the Home Screen?
