"Removing" an impossible blur from an image

Is there an AI-like method to obtain a realistic reconstruction from such a blurred image? I mean even totally inventing the result.

You could try Topaz Labs Sharpen AI but I see no real path to success here. 

The apparent light sources in the image alone could be interpreted in various ways …

Well, I guess it is like trying to recreate a text of which one only has every 23rd letter or something … 

 

How did you get the image? 

Is it from a longer shoot or a video? 

Is there any chance that there is at least some sharp image of the scenery (even if with a slightly different perspective)?

You might be able to transform certain elements to fit the image and otherwise the detail might provide information you can use to illustrate. 

But would it be worth the effort?

I totally agree with c.pfaffenbichler. I see this one as an  challenge that may not be possible. Perhaps you can some how get a clearer image.
