"Resize image during place" broken in latest release

Since the latest Photoshop update the "Resize image during place" check box does not seem to have any effect. Even with the box checked, attemping to place a file with dimentions larger than the source document results in the placed file being resized down to match the smaller document.

Also, please try resetting the preferences of Photoshop and see if it helps: https://helpx.adobe.com/photoshop/using/preferences.html

Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
If it does solve the problem, I would like to get the folder of settings to try and figure out what is bad with them.
