"save as" menu only giving me 3 formats

For the last few days, when I hit "Save As", I only get the attached 3 format options.

 

But when I hit "save as copy" I then get the full list of format options. 

Does anyone know what might be wrong? My projects are all RGB 8 bit, so it's not a CMYK issue.

 

Running latest CC on Windows 10.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible? 

 

jpg for example supports no Layers except one Background Layer, not 16bit etc. so if the file does not meet the requirements of the jpg-file format it it cannot be saved as jpg.

Just made a test project, added a text layer, and when I hit "save as" I only get the same 3 options as my original screenshot.

Onviously. 

A Text Layer is a Layer, so it cannot be saved in a jpg.
